Senator Harry Byrd of Virginia suggested to President Franklin Delano Roosevelt that a park to park road should connect Shenandoah to Great Smoky Mountains National Park. The project was approved and work commenced. Many obstacles slowed construction. Finally in 1987, the last stretch was finished, completing the 469 mile route.
